SAVEZI ZNANJA
Savezi znanja su transnacionalni, strukturni i rezultatski vođeni projekti, prije svega između ustanova visokog obrazovanja i privrede. Savezi znanja su otvoreni za sve discipline, sektore kao i za među-sektorsku saradnju. Partneri dijele zajedničke ciljeve i rade zajedno u cilju postizanja obostrano korisnih rezultata i ishoda.
Opšte je pravilo da su Savezi znanja usmjereni na saradnju između organizacija iz programskih zemalja. Ipak, organizacije iz partnerskih zemalja mogu biti uključne u Saveze znanja, kao partneri (ne kao aplikanti), ako njihovo učešće donosi bitnu dodatnu vrijednost projektu.
Šta podržavaju ovi projekti
Savezi znanja sprovode usklađen i sveobuhvatan skup međusobno povezanih aktivnosti koje su fleksibilne i prilagodljive različitim trenutnim i budućim kontekstima i kretanjima širom Evrope. Primjeri ovih aktivnosi su sljedeći:
- Podrška inovacijama u visokom obrazovanju, privredi i širem društveno- ekonomskom okruženju;
- Razvijanje preduzetničkog duha i vještina;
- Stimulisanje toka razmjene znanja između visokog obrazovanja i preduzeća.
Savezi znanja mogu organizovati aktivnosti mobilnosti studenata, istraživača i osoblja u mjeri u kojoj oni pomažu/dopunjavaju druge aktivnosti Saveza i donose dodatnu vriednost u realizaciji projektnih culjeva.
Ko može biti korisnik projekata
U projektima mogu učestvovati javne i privatne organizacije osnovane u programskim zemljama i u bilo kojoj partnerskoj zemlji u svijetu (vidjeti Erasmus+ programski vodič, Dio A – “Prihvatljive zemlje”).
Ove organizacije mogu biti:
- Ustanove visokog obrazovanja;
- Javna ili privatna, mala, srednja ili velika preduzeća (uključujući društvena preduzeća);
- Istraživački instituti;
- Javna tijela na lokalnom, regionalnom ili nacionalnom nivou;
- Organizacije aktivne u oblasti obrazovanja, obuke i mladih;
- Posrednici ili udruženja koja zastupaju organizacije za obrazovanje, obuku i mlade;
- Posrednici ili udruženja koja zastupaju preduzeća;
- Akreditaciona, sertifikaciona ili kvalifikaciona tijela.
Ustanove visokog obrazovanja u programskim zemljama moraju imati važeću Erasmus povelju za visoko obrazovanje (ECHE). Ova povelja se ne zahtijeva za ustanove visokog obrazovanja iz partnerskih zemalja.
Kakva podrška je dostupna
Maksimalni EU doprinos za dvogodišnje projekte Saveza znanja: 700 000 EUR
Maksimalni EU doprinos za trogodišnje projekte Saveza znanja: 1 000 000 EUR
Finansijski doprinos EU se računa korišćenjem fiksne skale troškova po jedinici (vidjeti Programski vodič, stranice 130-133 za dalje informacije).
Ovi troškovi po jedinici se računaju na način da je kofinansiranje pridruženo ovim troškovima, t.j. već uračunato.
Ko može aplicirati
Bilo koja organizacija osnovana u programskoj zemlji može biti aplikant. Ova organizacija prijavljuje projekat u ime svih organizacija uključenih u projekat.
Savezi znanja su transnacionalni i uključuju najmanje šest nezavisnih organizacija iz najmanje tri partnerske zemlje, od kojih su najmanje dvije ustanove visokog obrazovanja i najmanje dva preduzeća.
Ustanove visokog obrazovanja u programskim zemljama moraju imati važeću Erasmus povelju za visoko obrazovanje (ECHE). Ova povelja se ne zahtijeva za ustanove visokog obrazovanja iz partnerskih zemalja.
Kako se podnosi aplikacija
- Pročitati pažljivo posebne smjernice za ovu akciju i konkurs za projekte.
- Registrovati se na portalu za učesnike (Participant Portal) i dobiti identifikacioni kod učesnika (PIC). Sve organizacije koje učestvuju u pojektu moraju imati PIC broj. PIC će se tražiti u prijavnom formularu.
- Koristite zvaničnu aplikacionu formu.
- Pročitajte pažljivo relevantni dio Erasmus+ vodiča za aplikante.
- Podnesite vašu prijavu online prije naznačenog roka. Provjerite da li ste dobili potvrdu putem emaila.
Kako se vrši odabir aplikacija
Pijedlozi projekata se ocjenjuju od strane Izvršne agencije kojoj se podnose aplikacije, isključivo na osnovu kriterijuma propisanih u Programskom vodiču za Erasmus+.
Ocjenjivanje aplikacija podrzumijeva:
- Formalnu provjeru u cilju utvrdjivanja ispunjenosti kriterijuma prihvatljivosti i isključenja ;
- Vrednovanje kvaliteta u cilju ocjenjivanja u kojoj mjeri organizacije koje učestvuju u aplikaciji ispunjavaju kriterijume selekcije i u kojoj mjeri projekat ispunjava kriterijume za dodjelu granta. Ova ocjena kvaliteta se sprovodi uz podršku nezavisnih eksperata.
Kvalitet prihvatljivog projekta se ocjenjuje na osnovu sljedećih kriterijuma:
- Relevantnost prijedloga projekta;
- Kvalitet plana projekta i implementacije;
- Kvalitet projektnog tima i dogovora o saradnji;
- Impakt i diseminacija.
Šta se dešava ukoliko aplikacije budu izabrane
Sve aplikacije će primiti pisano obavjštenje o ishodu procedure selekcije kao i povratnu informaciju o ocjeni njihove aplikacije.
Za aplikacije koje su izabrane za finansiranje od strane EU, EACEA će kontaktirati aplikante ukoliko je potrebna neka dodatna informacija kako bi se sastavio ugovor.
EACEA će pripremiti ugovor o grantu sa detaljnim uslovima i nivoom finansiranja.
Sve dodatne informacije su dostupne u Programskom vodiču za Erasmus+, Dio C.
