Ustanove sa sjedištem u nekoj od zemalja koje se nalaze u procesu pristupanja Evropskoj uniji mogu ostvariti saradnju sa zemljama iz grupe Lot 1, dok organizacije sa sjedištem u nekoj od zemalja članica Evropske unije mogu osnovati partnerstvo i sa jednom, i sa drugom grupom zemalja, (Lot 1 i Lot 2).
