HEIs from “Programme” and “Partner countries” will be requested to sign an inter-institutional agreement (IIA) (before they start exchanging students and staff) once they will be awarded funding for international mobility (including the mobility component of the Capacity Building HE action).
The inter-institutional agreements which universities will have to sign had to be adapted to take into account the specificities of mobility from and to Europe. In particular, the principles of the Erasmus Charter for Higher Education are mentioned in the agreement, since higher education institutions in Partner countries are not holders of the Charter. By signing the international inter-institutional agreement, Partner countries commit themselves to respecting its principles.
Please note that the international IIAs are now on the EAC website: http://ec.europa.eu/education/opportunities/higher-education/quality-framework_en.htm#inter-institutional_agreements
